This has been explained. The Connecticut state police had jurisdiction at Sandy Hook, so the crime stats come from them. In the state crime report it shows zero deaths in Newtown, but a footnote says the Sandy Hook murders are in the State Misc section. The FBI is the same, just doesn’t go into details about the numbers.
ALL Crime Reporting Programs like the UCR and NIBRS report by LOCATION of the crime, not by reporting agency. THIS IS A LIE. These reports would have ZERO value if the stats were by reporting agency and not location. What if the FBI took over an investigation in a state that doesn’t even have an FBI field office? Are they going to report the crime as having occurred in the city of the field office 900 miles away in a different state? NO.
